Streamlining Electoral Monitoring

During an election, the Commission sets up an Election Support Centre (ESC) at the National Level and across all ten provinces to streamline the monitoring of activities at the provincial level.

The ESC is a cross-departmental support system set up to provide support to key areas of electoral activities before, during, and after the poll. The centre comprises representatives from various departments offering operational support, as well as facilitating quick responses to various election-related matters.

Providing near real-time operational oversight, issue escalation, and seamless coordination between field polling officers and electoral headquarters.

Key Objectives

Operational Scope

The ESC monitors and provides support across key activity windows:

  • Deployment and distribution of election staff and materials.
  • Opening and closing of polling stations, counting, and announcement of results at polling stations.
  • Redeployment, collation, announcement, transmission, and declaration of results.

National Election Field Support

The National Election Field Support unit liaises directly with the Provincial Election Field Support in monitoring progress toward the implementation of key poll activities. The unit also facilitates quick remedial actions for reported incidents until they are completely resolved.

10 Provinces

Provincial Election Field Support (PESC)

Established across all 10 provinces, PESCs have representation from all constituencies of each district within their respective province.

The PESC uses communication officers per constituency to communicate directly with field-deployed election officials. They report back on progress or threats needing urgent attention, transmitting data directly to NESC for prompt decision-making and escalation.
