Chief Electoral Officer
Mr. Brown Kasaro was appointed Chief Electoral Officer at the Electoral Commission of Zambia on 01 November, 2023. Mr. Kasaro is an Electoral Technology specialist with experience in introduction of technology in election processes.
In particular, implementation of electronic Election Results Management systems, biometric Voter Registration systems, electoral boundary delimitation. His international electoral experience spans countries such as Ethiopia, Ghana, Kenya, Mozambique and Zimbabwe.
Mr. Kasaro has over 15 years of experience in development and delivery of ICT services for the enterprise. He is skilled in governance and management of enterprise ICT including formulation and implementation of ICT strategies aligned to (and in support) of the overall corporate strategy.
Development of ICT policies and procedures to achieve operational excellence, optimise costs of ICT services and manage ICT-related risks.
Director Finance
Mrs. Clementina N. Mwelwa was appointed Director Finance of the Electoral Commission of Zambia with effect from 1st April, 2022.
Prior to her appointment as Director Finance, Mrs. Mwelwa dedicatedly served the Commission in various senior finance portfolios for over 20 years.
Before joining the Commission, she worked in the private telecommunications sector with Airtel Zambia (then Zamcell) as Finance Officer, having started her career with the Kitwe Central Board in 1995 as Management Accountant. She is an active member of ZiCA and the Forum for Zambian Women Accountants (FZWA).
Corporate Affairs Manager
Patricia Luhanga is a seasoned corporate communications professional with over 15 years of experience across multiple sectors. She was appointed Corporate Affairs Manager for the Electoral Commission of Zambia in December 2020.
Prior to joining the Commission, she served as Head of Public Relations at NATSAVE Bank, alongside PR leadership roles at FNB Zambia and within the water and sanitation sector.
A Chevening Scholar (UK) and US State Department IVLP alumnus, she was awarded Best PR/Communications Practitioner of the Year (2021) by ZIPRA and recognized in the Accenture Gender Mainstreaming Awards.
Human Resource & Administration Manager
Mr. Mangala Collins Zimba was appointed Human Resource and Administration Manager on 1st September, 2022. He is a Full-Member of the Zambia Institute of Human Resource Management with over 16 years of practical leadership experience.
Before stepping into his current executive role, he served as Senior Administrative Officer at the Commission, following an extensive HR career with ZAMTEL, Pride Zambia, and the Anti-Corruption Commission.
