Mrs. Mwangala Zaloumis holds various educational qualifications, including Social Work and Law from the University of Zambia. During her thirty-two (32) year career as Senior Counsel of the Judicial Courts of Zambia, Mrs. Zaloumis has demonstrated a strong understanding and experience in matters relating to the electoral process and constitution making.

She chaired the Electoral Reforms Committee in Zambia whose recommendations became part of the democratic governance in the Constitution, spokesperson and member of the National Constitutional Conference (NCC) on drafting the Constitution of Zambia from 2007 to 2010. She was also a member of the Technical Committee on drafting of the Zambian Constitution enacted in 2016.

In the course of her illustrious career, Mrs. Zaloumis has worked in various portfolios both in the public and private sector including as Chairperson of the Energy Regulation Board of Zambia (ERB) from 2003 to 2007.

In 2021 to mark the International Women’s Day, she was honoured among hundred women in Africa as a “Courtroom Mail” for her outstanding work in the courts of law.

Major General Vincent Mukanda (RTD) is an accomplished military officer with over 35 years of dedicated service to the Republic of Zambia, having joined the Zambia Army in 1975 and retiring as Deputy Army Commander and Chief of Staff.

General Mukanda has also served as a Research Fellow on the graduate programme in Peace and Conflict Studies at the Dag Hammarskjöld Institute of Peace and Conflict Studies, Copperbelt University. He also served as Manager for the Copperbelt University, Lusaka office.

He was the President of the Zambian Chapter of the internationally renowned Washington-based think tank, Africa Centre for Strategic Studies (ACSS).

Ms. Ndiyoi M. Mutiti has had a distinguished career in the diplomatic service, having served as Zambian High Commissioner to Zimbabwe and Ambassador to Japan.

Prior to her appointment in the foreign service, Ambassador Mutiti served as Permanent Secretary in the Ministry of Home Affairs and as Chief Immigration Officer. She also served as Director at the National Archives of Zambia.

She sat on various Committees of Permanent Secretaries and on the Boards of the Road Transport and Safety Agency (RTSA), Zambia National Tourist Board, and National Museums Board.

In addition, Ambassador Mutiti served as Chairperson of the Association of Commonwealth Archivists and Records Managers (ACARM).

Mr. McDonald Chipenzi is a seasoned local and international election, human rights, civil society, and governance expert, advocate, and electoral trainer.

Prior to his appointment as Commissioner at the Electoral Commission of Zambia, he served as Executive Director of Governance, Elections, Advocacy, Research Services (GEARS) Initiative Zambia, and as Chairperson of the Council of Non-Governmental Organisations (CNGOs) in Zambia.

Mr. Chipenzi also worked for the Foundation for Democratic Process (FODEP) as Research and Information Officer and later as Executive Director.

He served as a Board Member of the SADC-Electoral Support Network (SADC-ESN), Chairperson for the Decentralisation Alliance Network (DAN), Secretary of the Alliance for Good Governance (AGG), Chairperson of the Advocacy Committee of the Civil Society for Poverty Observatory Group (CS-POG), Board Member of the Justice for Widows and Orphans Project (JWOP), member of the International Institute for Democracy and Electoral Assistance (International IDEA) State of Democracy Network, and member of the African Parliamentary Monitoring Organisations (PMOs).
